Yes, it near the following grocery stores:

Frenchmen Grocery and Deli
602 Frenchmen Street (about 1 block away)

J C Grocery
1212 Decatur Street (about 3 blocks away)

Rampart Food Store
1700 North Rampart Street (several blocks)

There are also numerous small bistros and eateries nearby.

Any opinions on whether it is possible to get by without a rental car? Is there a shuttle / bus / trolley line nearby?

New Orleans has a fairly extensive public transit system of bus and streetcar lines. Their website, NORTA, contains route maps and schedules. http://www.norta.com/

In particular, look for the Elysian Fields and Marigny-Bywater lines which run close to the Resort.

Parking passes are available for the secure public parking lot that can be accessed through the rear gate of the building.
